SCFHS-RN, DHA-RN, QCHP: Nurse Licence Titles Explained
A short glossary for employers reviewing Filipino nursing candidates or planning licensing across Saudi Arabia, Dubai, the wider UAE, and Qatar. Each entry explains what a licence title tells you about a candidate's registration status, and links to the full guide for that authority.
SCFHS-RN (Saudi Arabia)
The Saudi Commission for Health Specialties (SCFHS) is the authority that classifies and registers nurses in Saudi Arabia, and "Registered Nurse" is the SCFHS professional classification. When a candidate is described as SCFHS-eligible or SCFHS-registered, it tells you where they sit in that process: whether they have completed DataFlow verification, sat the SCFHS examination, and hold an active classification. A confirmed classification means the nurse can be licensed to practise once an employer and job are in place.

The Dubai Health Authority (DHA) licenses healthcare professionals working in Dubai, and DHA-RN refers to a nurse licensed by the DHA as a Registered Nurse. For a candidate, the status tells you whether they have passed DataFlow primary source verification and the DHA licensing examination, and whether the licence is active. A DHA licence applies to Dubai; it does not automatically extend to Abu Dhabi or the northern Emirates.

Outside Dubai, two other UAE authorities license nurses. The Ministry of Health and Prevention (MOH UAE) is the federal authority covering the northern Emirates, and the Department of Health (DOH) licenses professionals in Abu Dhabi. A DOH or MOH title tells you the nurse holds registration with that specific authority; a licence from one UAE authority does not automatically transfer to another, so the relevant title matters when you plan where a candidate will work.

The Qatar Council for Healthcare Practitioners (QCHP) registers and licenses nurses in Qatar. QCHP registration tells you a candidate has completed primary source verification of their credentials and the QCHP requirements to practise. As with the other markets, the status indicates whether verification and examination stages are complete, which is what determines how quickly a nurse can start once you hire.

DataFlow is a primary source verification (PSV) system used by SCFHS, DHA, DOH, MOH UAE, and QCHP. It contacts the Philippine institutions that issued a nurse’s credentials, the Professional Regulation Commission and the university, and confirms them directly rather than relying on copies. DataFlow completion is a pre-condition for registration in every one of these markets, so a candidate’s DataFlow status tells you whether their qualifications have been independently verified and how far along the licensing route they are.

- What does a licence title tell an employer reviewing a candidate?
- It tells you which authority a nurse is registered with and how far through that authority’s process they are: whether DataFlow verification is complete, whether the licensing examination is passed, and whether the registration is active. That is what determines whether a candidate can be licensed to practise for you and how quickly they can start.
- Does one licence work across all four markets?
- No. Each authority, SCFHS in Saudi Arabia, DHA in Dubai, DOH in Abu Dhabi, MOH UAE in the northern Emirates, and QCHP in Qatar, licenses independently, and a licence from one does not automatically transfer to another. A nurse planning to move markets completes the registration route for the new authority.
- How does DataFlow relate to these titles?
- DataFlow primary source verification sits underneath all of them. Each authority requires DataFlow verification of a nurse’s Philippine credentials before registration, so a confirmed DataFlow result is the common first milestone on the way to an SCFHS, DHA, DOH, MOH UAE, or QCHP licence.
